The hesitation is rarely about wanting to stay where you are. More often, it's about the practicalities of moving. The sorting, the planning, the decisions that need to be made. There can also be a sense that there's plenty of time, and no reason to make a decision today rather than tomorrow.

What tends to change over time is not necessarily the desire to move, but the circumstances in which the decision is made. The apartments available today may not be available in a year's time. More importantly, the flexibility to move at your own pace can gradually narrow if health concerns, changing family circumstances or unexpected events begin to influence the timetable.
